In theory, the source can still be built to run on Windows XP. Some post-XP features need to be disabled via SConf flags, but those are tunable specifically to support this use case.
Hunter: if you don't have the data files, Rebirth can't provide them. As far as I know, the rightsholder never released them under a free distribution license. If you have them, it may be possible to make them work.
